SANTO DOMINGO. – El economista Haivanjoe NG Cortiñas sugirió este martes que en ocasión del paso del huracán Fiona por una parte del territorio nacional y sus efectos dañinos en vida, bienes materiales y servicios, el gobierno debe promover la suspensión temporal del pago de los impuestos directos e indirectos, como manera de palear las penurias que atraviesa la vida cotidiana, laboral y empresarial de al menos ocho provincias.
Recordó que el gobierno, mediante el decreto presidencial 537-22, declaró de emergencia los procedimientos de compras y contrataciones para las ocho provincias más afectadas por el fenómeno atmosférico, como son La Altagracia, La Romana, El Seibo, Samaná, Hato Mayor, María Trinidad Sánchez, Duarte y Monte Plata.
Planteó que cónsono con el referido decreto, el presidente de la República debe tomar la iniciativa de ley para que el Congreso Nacional declare en estado de emergencia temporal y exclusiva las provincias señaladas, dada la calamidad pública en la que se encuentran sus habitantes residentes, y que basado en esa ley y amparado en el artículo 265 de la Constitución, pueda liberar del pago de impuestos a las referidas provincias por un tiempo determinado, que bien pueden ser dos meses.
NG Cortiñas explicó que, en la estructura impositiva dominicana, la geográfica y por tipo de impuestos, las provincias señaladas solo aportan alrededor de un 4.9 % del total de los impuestos directos y el 5.0 de los indirectos, por lo que, el sacrificio fiscal es poco significativo para el gobierno y quedaría compensado por la asistencia social y económica que implica la medida, hasta tanto las comunidades puedan recuperarse en lo que concierne a la parte privada.
De conformidad con el aporte impositivo que realizan las ocho provincias más afectadas por el huracán Fiona, el gobierno estaría liberando en forma transitoria a los residentes de las comunidades impactadas negativamente del pago de tributos por un monto de alrededor de RD$1,811 millones por impuestos indirectos y de RD$1,557 millones por impuestos directos, ambos al mes, agregó el economista.
En total el sacrificio fiscal del gobierno central por el lado de los ingresos corrientes ascendería a RD$ 3,368 millones al mes, los cuales pueden ser deducidos de partidas corrientes del gasto del presupuesto de 2022, como son la publicidad y otras partidas de adquisición de bienes.
Finalmente, Haivanjoe NG Cortiñas dijo que el momento es para ir en auxilio inmediato de la población sufrida y que una medida como la que él sugiere dotaría de recursos líquidos y de mayor poder de compra para el consumo y la inversión que requiere la recuperación de las zonas geográficas afectadas por la furia del fenómeno natural.
